Do all games which use the link cable require multiple carts, or do some of them "spawn" ?

Nope, you are corect. For example incidentally, in Kirby: NMIDL, you can spawn, but can only play the full adventure whether all friends have the pak. If you wanna spawn, you can only play the mini-games.
